United Cities and Local Governments Asia Pacific

United Cities and Local Governments (UCLG) has a decentralised structure with Regional Sections in Africa, Asia-Pacific, Central America, Europe, Latin America, Eastern Mediterranean and Middle East and North America. It is at this level that mayors and councillors are elected to represent the Regional Sections that form UCLG.

These Regional Sections are independent legal entities which conduct their own regional activities. ALGA is a member of UCLG Asia Pacific (UCLG-ASPAC). ALGA President, Cr Paul Bell, was elected as Vice President of UCLG-ASPAC Executive Bureau (ExBu) in April 2004, with portfolio responsibilities of capacity building, training and research.

UCLG-ASPAC Training

Capacity building, training and research activity is one of the main activities of UCLG-ASPAC. To support the Secretariat in implementing the activity, a Standing Committee for Capacity Building, Training and Research matters has been established. Cr. Paul Bell, ALGA President, is the Chair of this committee. The committee meets twice-yearly, in tandem with UCLG-ASPAC ExBu meetings. ExBu meetings are held in March/April and September/October each year.

The Capacity Building, Training and Research Committee is tasked with: overseeing the planning and implementation of training and other programs that strengthen local government capacity building, as well as training and skills development for members; and research activities of UCLG ASPAC.
