Indigenous issues

Australian Local Government (ALGA) is proud to highlight the role local councils are playing in helping to ensure that they, and their communities, are more responsive to the needs of their Indigenous citizens.

The pursuit of social and economic justice compels agencies of government in all spheres to guarantee Aboriginal and Torres Strait Islander peoples, whatever their circumstances, equity of access to health, education, employment and other community services. The need to redress the social and economic disadvantage of Indigenous peoples is urgent.

Demonstrating leadership in this field is part of the responsibility of local councils and, while some councils are out there showing the way others are just starting.

Local Government recognises the need for a partnership with Aboriginal peoples and Torres Strait Islanders. This includes direct participation of Indigenous Australians and their organisations in local and regional, economic and strategic planning and development. We hope that this site will assist your council to develop this partnership with Indigenous Australians.

Queensland Local Government Template Indigenous Land Use Agreement
This template local government ILUA is the outcome of negotiations which took place for the specific purpose of developing a "model" or "template" ILUA covering a range of issues that commonly arise in mediations between Queensland local governments and native title claimants.
The template gives parties using it the flexibility to address issues and aspirations that are specific to them. It will be used to help conclude local government involvement in claim mediation with the three native title claim groups involved in its development.
The publication includes a commentary which provides a brief history of the template’s development and also a clause-by-clause summary of the template.

Agreements, Treaties and Negotiated Settlements database (Link to external website)
The Agreements, Treaties and Negotiated Settlements (ATNS) project is an Australian Research Council Linkage project examining agreements-making with Indigenous Australians. Part of the project includes the development of an online database. The ATNS database is an online gateway to a wide range of agreements, providing historical and publicly available information about agreements between Indigenous Australians and others in Australia, as well as a range of examples from overseas. The ATNS database is designed for use by Indigenous people, community organisations, government agencies including local government and industry bodies. The database can be browsed by type of organisation, type of agreement, type of person, groups of people, legislation, events, places and concepts, or the database can be searched if you have some information about an existing agreement. There are over 180 agreements in the database involving local government.
National commitment
The National commitment to improved outcomes in the delivery of programs and services for Aboriginal peoples and Torres Strait Islanders was endorsed by the Council of Australian Governments in Perth, Western Australia on 7 December 1992.
Native Title
Dealing with native title is now another part of local government's responsibilities as land managers, decision makers and developers. This project website contains a range of resources designed to assist local councils in adopting a precautionary approach to native title.
